Former Ministers to give evidence on the effectiveness of pre-legislative scrutiny
Former Ministers Steve Webb and Professor Paul Burstow will on Wednesday give evidence to the House of Lords Constitution Committee as part of its inquiry into the law making process.
Mr Webb and Professor Burstow will be joined in giving evidence by Martin Hoskins, who served as a Specialist Advisor to the Parliamentary Joint Committees on the draft Investigatory Powers Bill and the draft Communications Data Bill.
The evidence session will start at 10:30am on Wednesday 7 December in Committee Room 1 of the House of Lords.
Areas the session will cover include:
- The extent to which legislation introduced to Parliament meets the Office of Parliamentary Counsel's description of ‘good law' as "necessary, clear, coherent, effective and accessible"
- Whether the proposed ‘Great Repeal Bill' which will form part of the Brexit process should be subject to pre-legislative scrutiny
- How pre-legislative scrutiny conducted by joint committees differs from that conducted by Commons-only Committees
- How well have recent Governments have supported pre-legislative scrutiny
- Whether pre-legislative scrutiny should be the norm for new legislation.
