Review of treaty scrutiny – legal experts to give evidence to Lords committee

Monday 31 March 2025

Tomorrow the House of Lords International Agreements Committee will be quizzing legal experts as part of its new inquiry into reviewing treaty scrutiny.

Giving evidence at 3:00pm will be:

  • Alexander Horne, Barrister and visiting professor at Durham University; former senior parliamentary lawyer
  • Jill Barrett, Associate Member, 6 Pump Court; independent international law consultant; former Legal Counsellor at the Foreign, Commonwealth & Development Office

Topics the Committee is likely to cover include:

  • Whether Parliament’s powers are adequate
  • Whether the current treaty scrutiny process enables Parliament to hold the government account
  • Whether the length and scope of the scrutiny period should be extended
  • How information flow to Parliament about treaties can be improved
  • Public engagement with treaty scrutiny process.

The session will take place on Tuesday 1 April 2025 and can be followed live on Parliament TV.
