Who owns and governs Space? Legal experts quizzed by Lords Space Committee

Legal experts will address the cross-party House of Lords UK Engagement with Space Committee on Monday May 12, 2025 as part of its wide-ranging inquiry into space and the space economy.

The committee will be looking into questions around the body of law that governs space-related objects and activities.

At 3:35pm, the Committee will take evidence from

  • Michele Dougherty, Professor, Research and Innovation at UKRI
  • Mark Boggett, CEO and Co-Founder at Seraphim Space
  • Nayen Pankhania, Strategy and Consulting Director at Satellite Applications Catapult

At 4:35pm, they will hear from:

  • Joanne Wheeler, Professor at Alden Legal Limited
  • Sa’id Mosteshar, Director at London Institute of Space Policy and Law

The session will take place in Committee Room 4 and can be watched live or later on Parliament TV. The committee will publish its report to Government later this year.

Questions likely to be raised are:

  • What are the challenges faced by SMEs when “scaling up” in the UK?
  • How does the UK compare internationally in terms of investment in space?
  • What approach should be taken by the UK government to improve investment in space?
  • Is the UK uniquely positioned to contribute to the regulation of space?
  • How can the UK encourage a sustainable, responsible approach to space?
