What are the key principles of the Public Authorities (Fraud, Error and Recovery) Bill?

Members of the House of Lords will debate the primary purpose of the Public Authorities (Fraud, Error and Recovery) Bill at second reading on Thursday 15 May.

The Public Authorities (Fraud, Error and Recovery) Bill aims to make provision about the prevention of fraud against public authorities and the making of erroneous payments by public authorities; about the recovery of money paid by public authorities as a result of fraud or error; and for connected purposes.

Debate on the draft law 

During second reading, members will discuss the main topics in the bill and flag up concerns or specific areas where they think amendments (changes) are needed.

Members speaking  

Baroness Anderson of Stoke-on-Trent (Labour), Government Whip, will open the debate.

Members speaking in the debate include: 

  • Baroness Alexander of Cleveden (Labour), former international trade envoy for the Scottish Government
  • Baroness Finn (Conservative), director of FMAP Ltd, a company providing advice to overseas governments on efficiency, implementation and public sector reform
  • Baroness Levitt (Labour), former circuit judge at the Ministry of Justice
  • Baroness Kramer (Liberal Democrat), Lords spokesperson on Treasury and Economy.

Baroness Sherlock (Labour), Minister of State at the Department for Work and Pensions, will close the debate.
