1. TEBBIT UPDATE

The views expressed in the debate on 18 October and the comments of the Finance and Services, Administration and Audit Committees on the Tebbit review were noted. The Commission approved the Clerk of the House's third progress report on implementation of the Tebbit review and in particular:

  • the composition of the new Management Board

  • the appointment of Sue Harrison as temporary Director of Facilities

  • the creation of four new departments of the House€”Chamber and Committee Services; Information; Resources; and Facilities€”into which the existing departments will be merged

  • the Director of PICT as an external Board member for the period ahead.

The Commission agreed a new Instrument of Delegation giving effect to these changes to the House of Commons service.

2. PARLIAMENTARY COMMISSIONER FOR STANDARDS

The Commission interviewed the two candidates put forward by the Interview Board and decided to recommend to the House the appointment of John Lyon CB as the new Parliamentary Commissioner for Standards.

3. VISITOR RECEPTION BUILDING

The Commission considered options for the completion of the Visitor Reception Building and agreed the option recommended by the project recovery manager.
